Senior Program Analyst (Logistics, Admin & Training)

 

McKean is currently seeking a Senior Program Analyst (Logistics, Admin & Training) to directly support US Navy programs.  Qualified candidate will be responsible for executive level oversight of all logistics and administrative support tasks to include financial oversight tracking and task supervision; office management; project and meeting executive oversight; management of all training scheduling and documentation; content and preparation of various periodic status reports and oversight of PowerPoint presentations.

 

Logistics Support:

Provide oversight of 3M documentation (Maintenance and Material Management) and tracking process, monitor submission and quality of PMS reports, review responses from the Naval Sea Logistic Centers (NAVSEALOGCEN Detachment Norfolk/San Diego) and In-Service Engineering Activities (ISEAs). Oversee quality and accuracy of PMS library. Implementation of 3M management tools. Lead and attend various meetings and conferences and provide input.

 

Administrative Support:
Ensure timely development, management and execution of Plans of Actions (POA&Ms) in support of major evolutions.  Monitor schedules and milestones for quality and execution.

Prepare and lead weekly program review updates.

Assure timely development and oversight of program Schedule of Events (SOEs) and task spreadsheet maintenance for tracking of internal responsibilities and due dates. 

Assure coordination and participation for all program meetings and management process.

Oversee management of the collection, review and streamlining of weekly status inputs.

Prepare letters and various other personnel documents, using Microsoft Office Suite products.

Oversee clerical services such as typing, filing, logging, scanning, copying, faxing, archiving,

researching, mail sorting/delivery and shredding.

Oversee control of all document processing and distribution.

Provide executive oversight of all office functions to include: timekeeping. telephone and office receptionist services, travel requests and vouchers through the Defense Travel System (DTS) application, clerical and administrative functions consistent with security requirements including

processing visit requests, incoming classified mail, accompanying visitors, and destruction of

classified material, Operation Security (OPSEC) 

 

Financial Support:
Manage oversight of customized financial spreadsheets for program managers.  Financial support includes funding analysis (OPTAR, TADTAR), program funding charts, monthly expenditure charts and cost variance charts to analyze historical financials, track current task spending and to forecast future trends.

 

Presentation Support:
Provide executive level PowerPoint presentation support of compiled program data and program overviews, program matrix, financial and organizational charts.  

 

Technical Documentation Support:
Oversee production, editing and reformatting of Navy written policy and guidance, such as Instructions, Manuals, pamphlets and Process Maps.  This support also includes converting tech manual PDFs into editable Word documents.  Documentation comparisons are also performed to record discrepancies and differences. 

 

Training Scheduling and Management Support:

Oversee all Training Scheduling and Management Support functions. Including updating training completions electronically in various databases including Navy Enterprise Resource Planning (ERP) and Total Workforce Management System (TWMS), providing input for weekly program reviews, provide Defense Civilian Personnel Data System (DCPDS) uploads, administration of all training materials, analysis of individually tailored training plans, and administrative support for training data calls, training analysis, special studies and training cost analysis.

 

Required Skills:

Proficiency MS Office Suite including MS Project and Access

Excellent verbal and written communications skills

Experience with Defense Civilian Personnel Data System (DCPDS) training data uploads

Experience with Defense Acquisition Workforce Improvement Act (DAWIA) training requirements

Organized and detail oriented   

Candidate must have a minimum of 15 years of experience in the following areas:

Executive oversight of administrative, training and clerical support for a major Navy program.

Executive and quality oversight of program coordination meetings including action items and issue resolution.

Delivery and maintenance of program financials including budgets and reconciliation of issues and discrepancies, familiarity of DTS and DoD travel regulations.

Executive level presentation development and support.

Navy Fleet experience in such areas as Submarine and Surface Ship 3M Management and Logistics Support, SUBMEPP Admin Support and Navy Admin (Senior Enlisted Level) a plus.

College degree is preferred, but not required.

 

Must have the ability to acquire and maintain a security clearance.

 

Job Location

These positions are located in various Fleet concentration areas including Portsmouth NH, San Diego CA, Norfolk VA, etc.

 

Limited travel may be required, approximately 20% and may include passport travel to Guam/Singapore.
