McKean is currently seeking senior Technical Engineers to join our team Lifecycle Engineering and Maintenance Process professionals. The qualified applicant will become part of the McKean Defense Group team providing executive level oversight for Program Management, Engineering, Logistics, and Training support for a major NAVSEA Engineering Maintenance program. Candidate Senior Technical Engineer will be responsible for executive level execution and oversight of submarine and surface ship maintenance planning; availability work planning; engineering analysis; preventative maintenance development, scheduling and documentation; calibration support; maintenance instruction document program administration and quality management process supervision.

 

Submarine and Surface Ship Maintenance Planning

Proactively supervise the development, management and execution of submarine availability work packages, planning metrics and schedules.  Deliver timely required analysis and data calls for submarine maintenance planning.

 

Reliability Centered Maintenance

Assure reliability centered maintenance support and analysis of submarine maintenance programs.

Oversee timely and accurate maintenance planning engineering and cost analysis.

Deliver timely and accurate reliability centered data base administration and data calls.

 

Preventative Maintenance System

Provide executive level oversight of the development, maintenance, documentation and technical feedback for PMS

Provide executive level oversight of in-service and new PMS development and documentation.

Deliver timely and accurate PMS performance analysis and data calls.

 

Calibration

Provide executive level management required calibration support.

Assure Systems Calibration certification oversight and scheduling.

Deliver timely and accurate calibration performance analysis and data calls.

 

Maintenance Instruction Documentation (MIDS)

Provide executive oversight of MIDS development, maintenance and management support.

Assure timely MIDS product delivery and scheduling.

 

Innovation and Quality Management

Support innovative practices process across all engineering support including maintenance planning, availability work package management, MIDS, material and combat systems engineering programs to improve cost engineering performance.

Execute quality management and Objective Quality Evidence (OQE) methods.

Support Innovation and Quality Management analysis and data calls.

 

General:

Provide executive level oversight of all technical engineering SUBMEPP support.

Lead and attend various meetings and conferences. 

 

Required Skills:

Provide resident engineering expertise for various classes of submarines and/or surface ships (LCS).

In-depth knowledge of Navy submarine and ship depot level maintenance processes.

In-depth knowledge of the theory and workings of submarine and ship maintenance processes.

In-depth knowledge of the theory and principles of Hull, Mechanical and Electrical Systems.

US citizenship with current SECRET clearance.

Must have excellent technical writing and verbal communications skills. 

Process oriented and highly organized for repeatable quality results.

 

 

Required Experience:  

Candidate must have a minimum of 15 years’ experience in submarine maintenance engineering process support. Navy experience preferred. Experience must include knowledge of the policies and procedures for NAVSEA, SUBMEPP, and Submarine Type Commander. Experience must include the following elements: maintenance planning, major maintenance programs (typically large, multi-year efforts divided into several sub-programs/tasks), maintenance related programs with an emphasis on:

 

NAVY 3M program

Management/maintenance/development of PMS documentation

Management/maintenance of submarine calibration programs

Submarine/TYCOM QA qualifications to oversee maintenance programs dealing with Safety of Ship, SUBSAFE, Fly by Wire and/or scope of certification programs

Systems development efforts

Research analysis or technology initiatives

Oversight of submarine engineering technical support

Short/long range action planning

Able to independently plan, lead and accomplish complete projects or studies of broad scope and complexity.  Considerable creativity to inspire innovative approaches to accomplish work, resolve problems, and make timely decisions in situations where standard engineering methods, procedures, and techniques may not be applicable desired.

 

Desired:

Minimum of 10 year’s supervisory experience.

Associates level degree in an engineering discipline or military experience culminating with attainment of the rank of E-8 or E-9 in an engineering rating.

Oversee production, editing and reformatting of Navy written policy and guidance, such as Instructions, Manuals, pamphlets and Process Maps.  This support also includes converting tech manual PDFs into editable Word documents.  Documentation comparisons are also performed to record discrepancies and differences. 

 

Training Scheduling and Management Support:

Oversee all Training Scheduling and Management Support functions. Including updating training completions electronically in various databases including Navy Enterprise Resource Planning (ERP) and Total Workforce Management System (TWMS), providing input for weekly program reviews, provide Defense Civilian Personnel Data System (DCPDS) uploads, administration of all training materials, analysis of individually tailored training plans, and administrative support for training data calls, training analysis, special studies and training cost analysis.

The qualified applicant will be responsible for performing various support functions for submarine and surface ship maintenance planning; availability work planning; engineering analysis; preventative maintenance development, scheduling and documentation; calibration support; maintenance instruction document program administration and quality management process supervision.
